HIP — Healthy Indiana Plan

HIP is Indiana’s Medicaid program for adults ages 19 to 64 who earn up to 138% of the Federal Poverty Level. There are two levels: HIP Plus and HIP Basic.

HIP Plus — Full Benefits

Requires POWER account contributions

HIP Plus covers doctor visits, hospital care, prescriptions, dental, and vision. This is the better plan.

To keep HIP Plus, you make small monthly contributions to a POWER account:

  • Income at or below 100% FPL: $1 per month
  • Income 101–138% FPL: 2% of your monthly income

FSSA sends you a letter with your contribution amount. You pay by check, money order, or online.

HIP Basic — Limited Benefits

No dental or vision

If you do not make your POWER account contributions, you are moved to HIP Basic. HIP Basic covers most medical care but does not include dental or vision.

What Is a POWER Account?

A POWER account is a small fund Indiana sets up for you. You contribute a small monthly amount; Indiana adds more. When you visit the doctor or pick up a prescription, small co-pays come out of this account — not from your pocket directly.

Think of it as a prepaid health account.

What Does HIP Cover?

Both HIP Plus and HIP Basic

  • Doctor visits and specialist care
  • Hospital stays and surgery
  • Prescription drugs
  • Mental health and substance use treatment
  • Lab tests and X-rays
  • Preventive care (annual checkups, screenings)
  • Emergency care

Choosing a Health Plan

Managed Care Organizations (MCOs)

After you are approved for HIP, you choose a health plan. Indiana has three Medicaid MCOs effective January 1, 2026:

  • Anthem (Healthy Indiana)
  • CareSource
  • MHS (Managed Health Services)

You will get information about each plan in the mail. If you do not choose, one will be assigned to you. You can switch plans within 90 days of enrollment or once per year during open enrollment (November 1 – December 15).
